there are many distros especially made for security purpose which can be used. 
many of them are freely available. 

my experience tells that pluggies are always ready to help. i think we can try 
to help them. but somehow my interactions & experience has not been very 
friendly with the government departments.

bureaucracy is killing the most important assest & that is time. decision 
makers delay things for as long as they can. the reason for this is either 
they are not interested or may be they don't know what to do about a 
particular situation.
